Adding a CDM Programme Activity

When registering a Programme of Activities (PoA), the coordinating/managing entity is only required to provide a completed CDM-CPA-DD for one CDM Programme Activity (CPA). This means that at the time of registration, only one CPA needs to be registered alongside the Programme of Activities.

There is no limit to the number of CPAs that can be included under the Programme of Activities at a later time.

Any CPA can be added to the PoA at any time during the duration of the PoA by the coordinating/managing entity. The entity shall inform the CDM Executive Board of the adding of CPA(s) through a DOE using a pre-defined format (EB 32, Annex 38, page 2-3).

The full procedures for adding a CPA to a registered Programme of Activities is set out in Procedures for Registration of a Programme of Activities as a Single CDM Project Activity and Issuance of Certified Emission Reductions for a Programme of Activities (Version 03) (EB 47, Annex 29).

According to these rules, a CPA may be included in a registered PoA at any time:

A CPA can be included in a registered PoA at any time during the duration of the PoA. To include an additional CPA in a registered PoA, the coordinating/managing entity shall forward, after having ensured all the requirements determined in the PoA and its specific CDM-CPA-DD are met, the completed CDM-CPA-DD form to any DOE for consistency checking. The coordinating/managing entity may forward more than one CDM-CPA-DD at one time (EB 47, Annex 29, paragraph 20).

In order to add a CPA, the designated operational entity (DOE) will check that the CPA is consistent with the overall PoA:

This DOE shall scrutinize the information in the CDM-CPA-DD against the latest version of the PoA and documentation requirements and, if consistency/integrity is confirmed, include the proposed CPA(s) in the registered PoA by uploading the CDM-CPA-DD to the CDM Executive Board via uploading it through a dedicated interface on the UNFCCC CDM website. Such uploads shall be grouped and not occur more frequently than once per month (EB 47, Annex 29, paragraph 20).

Thereafter, the CPA will be automatically included in the PoA:

The CDM-CPA-DD(s) uploaded by the DOE will be automatically included in the registered PoA and displayed on the view page of that PoA. The DOE, the coordinating/managing entity and the Designated National Authority are automatically notified of the change in the status of the PoA (EB 47, Annex 29, paragraph 21).
