Current to EB 65 - Latest Developments

A number of decisions regarding the CDM were made at the recent CMP7 in Durban:

  • A new Materiality Standard was adopted which provides a standardised definition of Materiality to be applied across the CDM.
  • Carbon Capture Storage has been accepted as an eligible CDM project activity. Draft Modalities and Procedures were also attached to the decision.
  • A renewed call was made by the CMP for the Executive Board to continue streamlining CDM Rules and Procedures and to facilitate greater participation of under-represented regions in the CDM.

A new CDM Policy Dialogue Panel was also announced at CMP7. The Panel will be constituted to review the operation of the CDM and report back its findings at CMP8.

At EB 65, held immediately prior to CMP7, the Executive Board adopted the "Procedure for submission and consideration of microscale renewable energy technologies for automatic additionality" which allows Designated National Authorities to propose specific micro-scale renewable energy technologies/measures to qualify for automatic additionality status.

At EB 65, the Executive Board also adopted the "Standard for Sampling and Surveys for CDM Project Activities and Programme of Activities" which outlines the reliability requirements and describes appropriate methods for sampling.

The Executive Board also adopted a number of new Standards which amalgamate and streamline many of the CDM rules under three key documents. However, these Standards do not come into force until EB 66 at the earliest and will therefore be covered in the next update.

About the CDM Rulebook

The CDM Rulebook is the definitive online database of the CDM rules.  It has been developed by Baker & McKenzie, with funding from eight donor organisations, and is now freely available to the public.

We recommend that users new to the CDM begin with the annotated Article 12 section or the Overview of the CDM. More experienced users can navigate directly to the relevant section, using the flowchart to the right, the tabs above, or the search function. 

The site is updated after each Executive Board meeting and meetings of the COP/MOP.  The overall currency of the site is indicated by the reference to the relevant Executive Board meeting as specified in the far right of the top menu bar ("Current to EBXX").

Please note that there are no hard copy versions of the CDM Rulebook and there is no 'print all' function on the site.  This is both for environmental reasons (to discourage the unnecessary use of paper, since when printed the site is over 1000 pages long) and for currency reasons (the site will be updated monthly after each Executive Board meeting, so a hard copy version would quickly become out of date).
