Emission reductions exceeding SSC A/R limits

Small-scale afforestation and reforestation (SSC A/R) project activities are required to stay under the emission removal limits established for SSC A/R projects.  Where a project activity exceeds these limits, it will only be eligible to claim temporary certified emission reductions (tCERs) or long-term certified emission reductions (lCERs) up to the limit:

If a small-scale afforestation or reforestation project activity under the CDM results in net anthropogenic greenhouse gas removals by sinks greater than 16 kilotonnes of CO2 per year, the excess removals will not be eligible for the issuance of tCERs or lCERs (9/CMP.3).

This decision replaces earlier guidance in 5/CMP.1, which set out a lower limit of 8 kilotonnes CO2 per year:

If a small-scale afforestation or reforestation project activity under the CDM results in net anthropogenic greenhouse gas removals by sinks greater than 8 kilotonnes of CO2 per year, the excess removals will not be eligible for the issuance of tCERs or lCERs (5/CMP.1, Annex, paragraph 1(i)).
