6/CMP.1, Annex, paragraph 19 sets out the definition of a baseline for a small-scale afforestation or reforestation (SSC A/R) CDM project activity.
6/CMP.1, Annex, paragraph 18 sets out the definition of additionality for a small-scale afforestation and reforestation (SSC A/R) projects.
6/CMP.1, Annex, paragraph 15(d) confirms additionality is a requirement for validation, and will be confirmed by the DOE as part of the validation report.
6/CMP.1, Annex, Appendix B, paragraph 2 sets out that if project participants can provide evidence that no significant changes in carbon stocks would have occurred within the project boundary in the absence of the project activity, then the existing carbon stocks (prior to implementation) will be taken to be the baseline.
