The process for forwarding CERs is set out in 3/CMP.1, Annex, paragraph 66.

EB 32, Annex 39, paragraph 23 sets out that the coordinating/managing entity is required to submit the request for forwarding for a Programme of Activities (PoA).

The ability for CERs to be forwarded to holding accounts of entities authorized by non-Annex I, and the requirement for an entity to obtain a letter of approval from an Annex I party in order to transfer CERs from such a holding account to an account in that Annex I party's national registry is set out in EB 25, paragraph 108.
