Eligibility of large-scale projects under a Programme of Activities

Discussions about the Programme of Activities (PoA) usually assumes the aggregation of many small-scale activities which are not viable to run as individual CDM projects (such as the installation of energy efficient light bulbs in residential houses).

However, there is no technical restriction which prevents the creation of a PoA which includes as CPAs projects which would normally be registered as standard CDM projects. In fact, the Executive Board has clearly indicated that PoAs involving large-scale projects as CPAs are permitted by releasing versions of the Programme of Activities Design Document and CDM Programme Activity Design Document for both large-scale and small-scale projects (EB 33, Annexes 41-44).
