The process for forwarding CERs is set out in 3/CMP.1, Annex, paragraph 66.

The ability for CERs to be forwarded to holding accounts of entities authorized by non-Annex I, and the requirement for an entity to obtain a letter of approval from an Annex I party in order to transfer CERs from such a holding account to an account in that Annex I party's national registry is set out in EB 25, paragraph 108.

The modalities and procedures for forwarding of CERs also apply to forwarding of tCERs and lCERs from afforestation and reforestation CDM project activities as set out in 5/CMP.1, Annex, paragraph 37.
