Submitting a new methodology

Project participants may, at any time, submit an A/R PNM for the Executive Board's consideration following the Procedure for the submission and consideration of a proposed new baseline and monitoring methology for large scale afforestation and reforestation CDM project activities (EB 53, Annex 13).

Project participants initiate the submission of an A/R PNM by completing a number of forms available on the UNFCCC CDM website and submitting them to a DOE. The following forms are required:

  1. Proposed new baseline and monitoring methodology for large scale afforestation and reforestation CDM project activities form (form CDM-AN-NM); and
  2. Project design document for afforestation and reforestation project activities (form CDM-AR-PDD) with at least the section entitled "Application of an approved baseline and monitoring methodology" completed as a draft, providing an example of the application of the A/R PNM.

Upon receiving the forms, the DOE then undertakes a number of tasks, including:

  1. checking the completeness of the documents received from the project participants;
  2. completing the CDM: Proposed new A/R methodology (form F-CDM-AR-NM); and
  3. submitting them using the A/R PNM submission interface of the UNFCCC website. (EB 53, Annex 13, paragraph 6)

Application fee

Unlike large-scale non-A/R projects, no application fee is payable:

Each proposed new baseline and monitoring methodology should use a separate “CDM-Proposed New Methodology form” (CDM-NM). The CDM-NM form for several new methodologies may be submitted together with the same CDM-PDD for several components of a proposed project (EB 41, Annex 12, Part III, paragraph 2).
