Deviations to monitoring plan
Request for deviation
Where there has been a deviation from the provisions of the registered monitoring plan, a request for deviation must be submitted prior to submitting a request for issuance. In addition, a request for deviation form must also be submitted through the UNFCCC CDM website before both the verification or certification of the project:
If the project participants have deviated from the provisions of the registered monitoring plan, the DOE shall submit a request for deviation prior to submitting request for issuance as well as a request for deviation form through the dedicated interface on the UNFCCC CDM website before providing its verification and conclusion or making its certification decision (EB 51 Annex 3, paragraph 207).
The request for deviation form is found in EB 49, Annex 27.
The procedures for making a request for deviation are set out in Procedures for requests for deviation prior to submitting request for issuance (version 1) (EB 49, Annex 26).
When is a request for deviation appropriate
A request for deviation is appropriate only if a change in the procedures for estimating or monitoring emissions was required due to a change in the conditions or circumstances of the proposed CDM project activity after it was registered as a proposed CDM project activity (EB 51 Annex 3, paragraph 208).
Where the monitoring plan is not in accordance with the monitoring methodology, a request for revision of the monitoring plan would be more appropriate:
A request for deviation is not suitable if:
(a) the monitoring plan is not in accordance with the monitoring methodology applied by the project activity; submission of a request for revision of the monitoring plan would be more appropriate (EB 51 Annex 3, paragraph 209).
A request for deviation from the monitoring plan cannot be used to request guidance on changes in the project design from the registered project design document (EB 51 Annex 3, paragraph 215).
Comparison between requests for deviation and requests for revision of the monitoring plan
A request for revision of the monitoring plan is a formal request to the CDM Executive Board to revise the monitoring plan to comply with the monitoring methodology or to improve accuracy and/or completeness of monitoring.
A request for revision of the monitoring plan requires:
- a request for revision of monitoring plan form (F-CDM-REVMP);
- a revised monitoring plan (in clean and track change versions);
- the DOE's validation opinion; and
- other relevant documents;
and is submitted via a dedicated web interface.
A request for deviation from the monitoring plan is a formal request for guidance from the CDM Executive Board regarding deviations from provisions of the registered project documentation for the verified period only.
A request for deviation from the monitoring plan requires:
- a request for deviation form (F-CDMDEV-ISS); and
- other relevant documents;
and is submitted via a dedicated web interface.
