EB 16, Annex 6, paragraph 2(c) and the CDM Glossary of Terms (Version 03) sets out the definition of a letter of approval.

EB 32, Annex 39, paragraph 3 provides that written approval from each Party's DNA involved is required for implementation of the PoA.
