EB 55, Annex 38 provides that a combination of approved methodologies may be used for CDM Programme Activities (CPAs) under a Programme of Activities (PoA), where that combination is approved in accordance with the Procedures for approval of the application of multiple methodologies to a programme of activities. Where a combination is used, this must be applied to all CPAs and must be applied in a consistent manner.
EB 35, paragraph 15 clarifies that any approved methodology can be applied to a PoA as long as the additional validation requirements for a PoA are satisfied.
EB 32, Annex 38 provides that the methodology that is applied will determine whether the CPA is undertaken on a single site or multiple sites.
EB 55, Annex 38 provides that small-scale CPAs may use simplified small-scale methodologies, provided they do not exceed the small-scale non-forestry thresholds or small-scale forestry thresholds, as appropriate.
EB 55, Annex 38 sets out that, if an approved methodology is put on hold or withdrawn, no new CPAs can be added to the PoA. If it is subsequently revised or replaced, the PoA must be revised accordingly, and each new CPA must comply with the new version of the PoA. CPAs already registered must apply the new version at the time of renewing the crediting period.
Note: Despite the fact that the procedures within EB 55, Annex 38 have replaced EB 32, Annex 38, the latter remains relevantly informative, especially insofar that EB 55, Annex 38 does not address or define certain concepts.
