Implications where an approved methodology is put on hold or withdrawn

If an approved methodology is put on hold or withdrawn, no new CDM Programme Activities (CPAs) may be added to the Programme of Activities (PoA):

If the approved methodology is put on hold or withdrawn, for any reason other than for the purpose of inclusion in a consolidated methodology, no new CPAs shall be included to the PoA, in accordance with the timelines indicated in latest version of the "Procedures for the revision of an approved baseline and monitoring methodology by the Executive Board" (EB55, Annex 38, paragraph 18).

If, after being put on hold or withdrawn, the methodology is subsequently revised, the PoA design document (CDM-PoA-DD) must be revised accordingly:

If the methodology, subsequent to being placed on hold or withdrawn, is revised or replaced by inclusion in a consolidated methodology, the PoA shall be revised accordingly. The changes shall be subsequently documented in a new version of PoA (e.g. Version 1.1), validated by a DOE and approved by the Board. The Board's approval defines a new version of the PoA and the PoA specific CDM-CPA-DD (EB55, Annex 38, paragraph 19).

Revisions are not required where a methodology is simply revised, without initially having been placed on hold or withdrawn.

Each new CPA must use the latest generic CPA design document (CDM-CPA-DD), as updated from time to time:

Once changes have been approved by the Board, the inclusion of all new CPAs shall follow the latest version of the generic CDM-CPA-DD (EB 55, Annex 38, paragraph 20).

CPAs that were included in the PoA before the methodology was put on hold or withdrawn must apply the latest version of the PoA-generic CDM-CPA-DD at the time of renewing the crediting period:

CPAs that were included before the methodology was put on hold, shall apply the latest version of the PoA generic CDM-CPA-DD at the time of the renewal of the crediting period (EB 55, Annex 38, paragraph 21).
