EB 47, Annex 29, paragraph 4(f) provides that the Programme of Activities Design Document (CDM-PoA-DD) must include a justification of the choice of an approved baseline methodology and an application of this methodology to determine the baseline.

EB 47, Annex 29, paragraph 5(e)(ii) sets out that the CDM Programme Activity Design Document must also include a calculation of the baseline emissions for the particular CPA within the PoA.

EB 47, Annex 29, paragraph 4(e) provides that the coordinating/managing entity must demonstrate the additionality of the PoA, taking into account i) mandatory policies/regulations which may or may not be systematically enforced or ii) mandatory policies/regulations with which compliance (or non-compliance) is widespread, or iii) the level of enforcement of existing mandatory policies/regulations and whether the PoA will lead toa greater level of enforcement).

EB 47, Annex 29, paragraph 5(e)(ii) confirms that evidence must be included within the PoA Design Document to show that all CPAs will produce net greenhouse gas emissions abatement or sequestration.
