Validation process
In summary, the DOE is required to review and validate all project documents against the general validation criteria for CDM project activities, as well as the specific validation criteria for PoAs.
The Validation approach is outlined in Clean Development Mechanism Validation and Verification Standard which states that when carrying out its validation work, the DOE shall:
a. Determine whether the proposed project activity complies with the requirements of paragraph 37 of the CDM M&Ps, the applicability conditions of the selected methodology and guidance issued by the Board;
b. Assess the claims and assumptions made in the project design document (PDD). The evidence used in this assessment shall not be limited to that provided by the project participants (Clean Development Mechanism Validation and Verification Standard, Paragraph 20).
The coordinating/managing entity (CME) must prepare the project documentation and provide it to the DOE for validation:
The coordinating/managing entity shall submit to a DOE the following documentation:
- A completed CDM-POA-DD
- A PoA generic CDM-CPA-DD, which specifies the generic information relevant to all CPAs that may be included in the PoA; and
- A completed CDM-CPA-DD which is to be based on the application of the PoA to one real case (EB 55, Annex 38, paragraph 13).
The DOE then reviews these documents and prepares a validation report which is submitted to the secretariat along with supporting documentation.
The DOE is also responsible for making the above documents publically available on the CDM website in accordance with the latest version of the Procedures for processing and reporting on validation of CDM project activities (EB 55, Annex 38, paragraph 14).
There are a number of validation requirements that are specific to PoAs. These include assessing whether the PoA management system is sufficiently developed, ensuring that CPAs added to the PoA satisfy the eligibility criteria and ensuring that additionality of the PoA itself is demonstrated. Further PoA specific requirements are listed in section VIII D. of the Clean Development Mechanism Validation and Verification Standard.
