Role of the DOE

The role of the designated operational entity (DOE), therefore, is to validate project activities. To carry out the validation, the DOE must verify that the project meets certain the basic eligibility requirements for PoAs and CPAs, consult with stakeholders, and finally provide a request for registration to the Executive Board in the form of a validation report which includes the supporting documentation.

This role is set out EB 47, Annex 29:

If the DOE considers that the PoA meets that validation requirements, it shall submit a request for registration of a proposed PoA using the "Programme of Activities registration request form" (F-CDM-POA-REG) along with a validation report and supporting documentation (EB 47, Annex 29, paragraph 13).

The DOE will check the provisions of the project documentation against the validation requirements:

In addition to the validation requirements arising out of the modalities and procedures for a clean development mechanism, the validation by the DOE shall address the following issues:

  1. Additionality of the PoA;
  2. Eligibility criteria for inclusion of a proposed CPA in the registered PoA, including criteria to be used for demonstration of additionality of a CPA;
  3. Operational and managment arrangements established by the coordinating/managing entity for the implementation of the PoA inter alia the issues identified in paragraph 2 (i) above;
  4. Consistency between CDM-PoA-DD and the PoA specific CDM-CPA-DD to be used for inclusion of a CPA in the registered PoA;
  5. In cases where more than one approved methodology will be applied to each CPA, confirmation that the appliciation of multiple methodologies has been approved in accordance with "Procedures for approval of the application of multiple methodologies to a programme of activities" (EB 47, Annex 29, paragraph 12)

DOEs must also, as set out in EB 51, Annex 3:

  1. Undertake voluntary pre-assessment of new baseline and monitoring methodologies in accordance with EB 21 report, paragraph 14;
  2. Identify and submit requests for deviation in accordance with the EB 49 report, annexes 26 and 27.

When preparing validation reports, DOEs must follow the requirements outlined in the Validation and Verification Manual (VVM) in EB 51, Annex 3.
